I have lived and worked here since 2002.  I also lived here as a child in the River Place subdivision from 1985-1988 with my parents who were educators in the school system.

Have you had any previous civic or public involvement?

I served as president of my 228 home HOA from 2006 to 2010 and currently serve as vice-president.

What is the driving force behind your interest to serve on the Peachtree Corners City Council?

The driving force behind my interest to serve on the Peachtree Corners City Council is protecting the value of our properties and protecting the liberties and the quality of life of our residents.  Peachtree Corners is a great place to live.  I want be a servant to my constituents by listening to their voice and working together as a team to make it an even better place to live.

What challenges do you see ahead for the new City?

Keeping the city limited in its authority and reach is a great challenge.  The charter gives the city control over, planning and zoning, code enforcement and sanitation. I believe that while many people agree on having some basic ordinances, many people will disagree to the extent and depth of the ordinances.  It will be very important for the council to listen to their constituents and gain important feedback before drafting ordinances.   Does the ordinance improve the quality of life?  Does the ordinance create an unnecessary financial burden on the residents and/or the city budget?  What could be the unintended consequences of the ordinance?

Another challenge will be expanding the Peachtree Corners brand to areas that have not traditionally been in Peachtree Corners.   With all the empty commercial space available throughout the City of Peachtree Corners, the city council will be challenged to find creative ways to attract new businesses to the area.  Beautification efforts along Peachtree Parkway and erection of signs have helped make the Peachtree Corners brand what it is today.  Expanding those efforts to the entire city will improve the brand and attract new businesses and residents to the area.

Do you see any current zoning changes you would recommend and why?

All Gwinnett County zoning decisions prior to the city will be grandfathered.  Most of Peachtree Corners is already developed.   Good zoning is very important and directly has an impact on the quality of life and property values we have.  With that said, it will be very important that the city council draft a master zoning plan.  Even more important will be the support of such plan among the people of Peachtree Corners.  Does the plan protect property values?  Does the plan protect the liberty and quality of life for all residents?

What should be the central mission of the city council?

The central mission of the council should be to establish the services of the city. Beyond that the central mission of the council should be to serve its constituents and make sure their voice is heard.  The council will need to stay focused on protecting the property values and protecting the quality of life of residents.  Expanding the Peachtree Corners brand to the entire city will be vital to protecting our property values and quality of life of all residents.

How would your office approach business development in the district?

I will explore what the city can do to attract additional quality jobs to the area?  The additional businesses in the area provide additional work opportunities for those wishing to not travel into the city of Atlanta or further out to work.  As someone who lives, works and plays in Peachtree Corners, I can say we need more professional employment choices in the area.   I do not believe local employers should be punished for operating in our city, but rather embraced and welcomed.

My name is David Proud, 34 years old.  I am just a regular guy with a regular job right here in beautiful Peachtree Corners.  As a volunteer and president of my homeowners association, I have demonstrated that I will work hard for the people I serve.   Under my leadership our 228 home homeowners association never had any special assessments passed, no debt and a well funded capital reserve.   In 2008 I discovered that Georgia Power had overbilled our residents more than $16,000.00 in street lighting charges.  After I wrote many letters, made phone calls and finally initiated a formal complaint to the Georgia Public Service Commission, we were refunded the full $16,000.00.  I spent five years writing letters to the county government to have our neighborhood streets resurfaced.  Finally, in 2011 our neighborhood streets got resurfaced.    I’m certainly no genius, and don’t claim to know all the answers.  However, I believe my strength lies in serving the people and listening to them.  Together I believe we will make a great team.  I can promise you I will work diligently to make sure that yourvoice will be heard and that I will be a good servant to you.  I believe we need more servants in government and less self-serving individuals.  I ask you to prayerfully consider me in your decision to lead this new city.  I would be honored and humbled to earn your support and trust.
